Used to be you have to take a driving test to convert oversea license to local ones even for sinkies who had worked lived or studied aboard. And that is only for selected countries, certain countries licenses weren’t even allowed for this direct test route.
ROV (LTA predecessor) used to be very strict on this so much so that foreigners here go thru the easier but more expensive loophole of getting an AA international driving license instead.
