Russia's central bank has initiated a lawsuit in Moscow, demanding $230 billion in damages from Euroclear. This move represents the first step in what the Kremlin has cautioned will become a legal battle for the EU over its intentions to utilize frozen Russian assets to aid Ukraine. Moscow has labeled the action as asset "theft" and warned of potential retaliation.
 
As of December 2025, Euroclear Bank holds approximately €185 billion to €193 billion ($217 billion to $227 billion) in frozen Russian assets. This accounts for the majority of the €210 billion in total Russian sovereign reserves currently immobilized across the European Union. Russia is reportedly seeking the return of these assets, along with compensation for the four years of interest frozen by Euroclear since the onset of the Ukraine conflict.
