Power bank catches fire on Hong Kong to S'pore Scoot flight, cabin crew douses flames

I thought nothing charging allow with power bank on flights? Like that Scoot can sue the passenger for damage?

The damage although small, can be very expensive to fix. And may take days. Who bear the cost?
These power. Bank one day can bring entire aircraft down.

You can bring a power bank on a Scoot flight, but you must carry it in your cabin baggage, not checked baggage. Since April 1, 2025, you are not allowed to use the power bank to charge devices or charge the power bank from an in-flight power outlet during the flight. Power banks with a capacity up to 100Wh are permitted without approval, while those between 100Wh and 160Wh require prior approval from the airline. Power banks over 160Wh are not allowed.
