Dear Sir,

Thank you for your email of 26 Mar 2010.

With regard to receipt of complaint that is handled by other agencies,
Police's policy is to refer the matter for their follow up with the
Complainant. However, in the incident which you quoted that happened in 1980s, we require more information; like the exact date and location to enable us to search for the records.

Dear Sir,

2 I wish to apologise that in our earlier reply, we have omitted the word "not" . I have amended by inserting the word, "not". Please see preceding .

3 Generally, Police will not interfere in the celebration of any
cultural group. However, if there is a fight, then the Police will come in to stop the event in order to prevent any further escalation of the fight. The Police intervention will indirectly affect the event

3 With regard to the wastage of water, Police will report the matter to PUB to follow up appropriately, as the enforcement is overseen by them.

Thank you.

Warm regards,

Dear Sir,

You said "Police will stop any group from celebrating their cultural
event". Is this the correct understanding? If there are no people fighting but there are people wasting water, shouldn't the police be stepping-in too to stop people from breaching the Public Utilities Act (CAP
261)?

PUBLIC UTILITIES ACT
(CHAPTER 261)

Unauthorised connection with main, contamination, wastage, etc.
50.(1) Any person who —

(a) lays or causes to be laid any pipe or line to communicate with any main, pipe, standpipe, hydrant or line belonging to or under the management or control of the Board without the consent of the Board;

(b) wastes any water;

(c) causes contamination to water supplied by the Board; or

(d) wilfully does any act which interferes with or disrupts the supply of the water of the Board,

shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $50,000 or to imprisonment for a term not exceeding 3 years or to both and, in the case of a continuing offence, to a further fine not exceeding $1,000 for every day or part thereof during which the offence continues after conviction.

Looking forward to your comment on this matter. Thank you.

Then they will tell u Water, NeWater, Potable Water are all different water. Shit Water, known as Sai Jui can be splashed. Half Pail Water known as Pua Tang Jui is Useless Water.

End of the day, depends on what water they are using for the event. If need be, then we can all Gang Clash, known as Pia Jui!

Coming back to the case in the 1980's...I think I read about this in the shit times...perhaps they have archives of this reporting unless to access to the news, you have to state your name, rank NRIC number, your current bank accounts balances, your latest CPF statement, your current contact number & the HR number in the case you are working...:D
