It all depends on the country. But surely, no country will offer PR for buying an apartment or house. There will be some countries that offer PR but the sum of money to invest will be huge and often in millions $.

Most people buy another property is for investment. There will be some form of taxes or charges to pay. So, unless a person is financially sound, leaving it vacant is not an option.
 
Always go for prime cities and remember location, location location. With overseas properties also keep in mind the currency issue.
