Tharman is giving his Presidential lip service to gullible Sinkies. Remember his trampoline analogy? It is not to upgrade/upskill SG citizens, but for us to be thrown out with the trash to accommodate CECAs.

not all poly students graduate with the same grade. While some students may excel in their studies and achieve high grades, others may struggle with certain subjects or face personal challenges that impact their academic performance, can vary significantly
Doesnt matter they don't graduate with top grades. Our educational drilling process is actually very vigorous. Still poly cert is to be recognized & not having to not be given good professional jobs, definitely not as a cashier.

Scholars who are good at rote learning should sign on in the SAF or SPF. Their career path is set for them to become politicians at the end of their career in the uniformed services.
Only the ones who are at the top of their service will get parachuted into politics. If you are merely an inspector, colonel or some middling rank, forget it.
