It's the ministerial salary and the prestige of being appointed a full minister. same as in the corporate mnc world...all the underlings starts from manager to director to vp and then aspire to be svp or evp. some heinous ambitious one will use all sort of dirty tricks to get the promotion to svp or evp. same same with pap which runs Singapore as a company
