Unless the pre set can set GPS to detect the current location and time and charge those surcharges accordingly else uncle will still to know where got extra where no extra in order to activate it.
If I'm a taxi uncle I won't know when to charge as it is so complex.

In Bkk,the initial taxi fare is Bht 35 flat whether in morning,afternoon,evening or midnight.

Is strange that if they can remember all the instructions they still need to be a taxi uncle. You go and instruct a uncle minister they might also have some problem remembering them.
