Yet they are too miserly to pay the west for advanced radar systems and opted to develop their own instead, which did not work after extensive testing in far flung places such as Africa and Canada.

If they at last managed to get it to work in a narrow band of conditions, no one will buy them because uncle Sam will twist the buyers arms to buy Raytheon instead.

Just a hint DSTA, use two interlacing phased array, with rapid frequency switching. But you need massive processing then.
