I can tell you that CECA people (students?) can be seen at the blood donation centres alongside the nurses. Not sure if they are there doing volunteer work.

They're mostly deployed as ushers at the entrance, sometimes they help with the bandaging after the donation.

ICA will claim they never hire foreigner i/o citizen, they merely outsource position to a manpower company
The manpower company hire CECA is without ICA knowledge & neither ICA instruction, so no fault here.
