The quran is. That's why moslems need additional scripture books, the hadiths and sunnah, to add context to the quran. Those scripture books appeared centuries after the first quran.
And the quran used by moslems today isn't even the same quran used long long ago. The original manuscripts all burnt and there are few surviving intact qurans from long time ago.
