There is always a top 1% smart people among a Race. However, its averages that counts.
A low average IQ country is unable to sustain ecomically, intellectualy and militarily. Given that there are many CEOs of ethnic Indians cannot deny the fact that Mother India is still backwards. Likewise for Filipinos, Arabs, Pakis, African, Hispanis who are successful in USA. But their countries back home is still backwards.
As a Filipno, you can boast being the highest earner in USA. At the end of the day, you will still be looked down upon as long as Philippines remains Backwards and Poor. Classic example is Japan. Japan used to be classified the same as Chinese or Korean during the War. Eventually they became 1st world and developed. They gained respect from all over the world today. Korea had reach the status .... but I cannot see any potential from low IQ countires.
