That means he didn't renew his practicing certificate (PC) on time. You know every lawyer has to purchase a Professional Indemnity Insurance for $1 million, without which The Law Society will not issue the PC. As I understand, the insurance is quite expensive and the insurance broker will normally arrange for the premium to be paid via installments.

He will say that during the period when a valid PC was not in place, he didn't act as a lawyer for his clients. In other words, he didn't go to Court to represent clients; he didn't sign docs bearing his lawyer stamp. He was merely a clerk in the law firm.

Of course if you are in the big firm, the towkay will pay for you.

No need. If you are not seeing patients, that means you are not practicing. But if you open clinic no patients come in to see you, then it's a different story lah. That is called boh seng lee.

From what I understand from my lawyer friends, every practicing certificate starts from 1 April each year and ends on 31 March the following year. If a lawyer can't get his PC out in time by 1 April, he or she is given a grace period of one month to do so. That means his PC must be in place by 30 April latest. So long as the PC is issued in April, it'll be automatically backdated to 1 April. Beyond that period, it'll be on the exact date it is issued. If that happens, the lawyer is treated as not having a practicing cert from 1 April to the date of actual issue of the PC.
