Ms Jessica Cheung, senior associate of Edmond Pereira Law Corporation, said that the hospital's statement was not an admission of liability.

"As lawyers, we scrutinise every word. The apology brought up that the hospital should have done more, but only addressed issues like the two-hour wait," she said.

Mr Mark Teng, executive director of law firm That.Legal LLC, noted that legal action "should be the last resort as it can be costly for all parties involved".

"It is best to first consider alternative dispute resolution mechanisms like negotiation or mediation," he added.

I agree with you. If you read the text, it's divided into 3 parts:

1. "should not have been the case in this circumstance"
2. "should have done more to provide closer monitoring and care"
3. "update the patient on her condition and the transfer"

NUH clearly listed the areas which they had failed to perform to the required standards, although nobody can say for sure if all 3 areas had been performed up to the required standards the baby would have been saved. However, it's for NUH to prove that there was no causal link between what NUH did (or failed to do) and the miscarriage as the victim is able to raise a presumption based on circumstantial evidence - evidence which NUH has concurred in writing.
