I think in light of all the CECA unhappiness they must have fired the whole team of cleaners.

They are still trying to find local Singaporean to take the cleaning jobs for same pay but still cannot find.

The residents have to be patient meanwhile. Not easy to find local Singaporean to take those jobs for same pay.
