For sure… most of the concrete in China uses sea sand, dredged from the coast. If the salt isn’t washed out properly, the chlorides in it corrode the rebar embedded in it. Over time, big trouble…

less advance solutions like corner cut outs can be used to reduce the effect of wind but the building lacks such basic features.
