This looks like a minor issue to me as the PAB was not causing any danger to other road users.

Errant motorists are the ones that the force of the law should be concentrated on.

PAB was causing danger to himself, that's the issue here!

It's a small issue. If people do dumb things that cause their own demise they only have themselves to blame.

The much larger problem is the number of drivers that kill innocent victims who just happened to be in the wrong place.

Yes, it's true.. Especially those that drink n drive..
