Taking a qualified CEO from private sector to become president will be wasting his potential to serve the country,

Most of the real work is done by the private sector anyway, just shooting some emails to your vendors etc isn't really 'work'.

Hiring freeze + early retirement scheme + transitioning of some existing civil servants to the private sector. That should do it.
