Why some shops are forced to enforce Covid measures while others do not need to enforce?

I go to Decathlon and Uniglo, I have to queue outside, wait in queue to enter despite these shops are sparsely with customers inside.

Then I go Muji, Daiso and NTUC, they have absolutely unrestricted number of customers inside. Just can QR code, can enter no matter how crowded it is inside the shop.

Why?

Why some shops are made to enforce while some other shops need not enforce?

Which government agency decides on this?
