KUALA LUMPUR, Dec 27 — Frozen food giant Ramly Food Processing Sdn Bhd (RFPSB) today assured Malaysians that its food imports are all certified halal by none other than the Department of Islamic Development Malaysia (Jakim).

Its founder and managing director Datuk Ramly Mokni said all of RFPSB’s food imports were sourced directly from suppliers overseas and not through middlemen, amid a “meat cartel” scandal that grabbed headlines last week.

“RFPSB only imports meat and other raw ingredients direct from overseas suppliers that are monitored periodically by Jakim and certified halal. No involvement of middlemen,” he said in a statement.

He added that RFPSB is a family-run Muslim Bumiputera company.

News of imported meat that was improperly sourced and passed off as halal first made headlines on December 21.

Citing unnamed sources, The New Straits Times alleged that a large network had been bringing in non-certified meat from countries like Brazil, Bolivia, Canada, Colombia, Spain and Mexico and passing them off as halal products for decades, with the help of corrupt officials from at least four government agencies.

According to the newspaper, the “cartel” would bribe the officials with sexual favours on top of money, to turn a blind eye to its operations.

The only countries that have been certified by the Malaysian authorities for the import of halal meat are Australia, Argentina, Brazil, India, South Africa, Pakistan, Japan, New Zealand and the United States.

Certification is handled by Jakim and the Veterinary Services Department.

Other government agencies that manage the supplies of imported food are the Malaysian Quarantine and Inspection Services Department, Customs Department and port police.

KUALA LUMPUR, Dec 27 — Datuk Seri Najib Razak has denied claims that the ‘meat cartel’ scandal that imports non-certified meat products and passes them off as halal products, happened during his time in office as the prime minister.

Najib said the former Barisan Nasional government would have taken serious action against the syndicate if it had received any official complaints or information.

“Although the media had reported that this issue happened 40 years ago, from my memory the meat cartel issue did not arise during our government and we also never received any official complaints.

“I have also checked with the relevant ministers at the time and they too have confirmed that there were no official complaints received and the media too did not raise this issue during my time as the prime minister,” he said in a statement posted on his Facebook account today.

Najib said based on his research the issue was first raised in October 2019, reported by Asia Sentinel after an Australian halal certification body had their recognition withdrawn by Jakim (Department of Islamic Development Malaysia).

In November 2019, Asia Sentinal reported that there were corruption issues among Jakim officers but was dismissed by the Pakatan Harapan (PH) religious affairs minister and deputy minister.

“At the time, MACC (Malaysian Anti-Corruption Commission) political appointee chief Latheefa Koya had promised to investigate the matter and give an update later.

“The issue had then been forgotten and Latheefa also didn’t give any update pertaining to the issue until she resigned when the PH government was toppled.

“Anyhow, the religious affairs minister during Pakatan Harapan’s administration had now come out to say that MACC never investigated this issue when he was the minister.

“So I think we need to ask Latheefa and Fuziah (former religious affairs deputy minister Fuziah Salleh) what is the status of the investigation into the meat cartel issue throughout the four months they were investigating,” said Najib.

The story first broke on Monday (December 21) when it was revealed that senior officers from at least four government agencies were believed to be working hand-in-glove with a cartel specialising in bringing non-certified meat, including kangaroo and horse, into Malaysia and passing it off as halal-certified products.

Unnamed sources were quoted by the New Straits Times claimed that senior officers who were entrusted with ensuring that halal standards are upheld, have instead received bribes and sexual services, in exchange for ensuring the cartel’s operations go undetected.

It is understood that the cartel has been in operation for more than 40 years, and is said to import meat from non-halal-certified slaughterhouses in countries such as Brazil, Bolivia, Canada, Colombia, Spain and Mexico.

The only countries that have been certified by the Malaysian authorities for the import of halal meat are Australia, Argentina, Brazil, India, South Africa, Pakistan, Japan, New Zealand and the United States, with imports handled by the Malaysia Islamic Development Department and Veterinary Services Department.

Similarly, the Malaysian Quarantine and Inspection Services Department, Customs Department and port police are in charge of managing the supplies once they enter Malaysian ports, and it is believed officials from that agency are also implicated.

KUALA LUMPUR, Dec 28 — The Department of Islamic Development Malaysia (Jakim) will issue a list of licensed meat importers in the country to reduce public concern over their halal status, says Minister in the Prime Minister’s Department (Religious Affairs) Datuk Seri Zulkifli Mohamad Al Bakri.
He said further discussions were also being held with Jakim’s Halal Management Division to resolve the matter.
“I also understand that the licence to sell the meat also involves other ministries, therefore we will work more closely with the ministries involved.
“I will look into this issue and review any form of problems related to Jakim’s halal (certification), if there are any weaknesses, we will improve them,” he told reporters at the Dewan Negara today.
Earlier, the media reported that a local meat cartel had been smuggling frozen meat from abroad before repackaging it using the halal logo and selling it throughout Malaysia.

Meanwhile, Zulkifli said his department would continue to collaborate with all relevant parties to ensure the community gets imported meat products that are 100 per cent halal.
Meanwhile, he also praised processed food producer Ramly Food Prosessing Sdn Bhd’s swift action of assuring the community that they did not engage any middlemen in the import of meat and raw materials.
“Kudos to Ramly Burger, because such a statement will remove the doubts and worries of the people who buy the company’s products.
“Any butcher is also encouraged to publish similar statements to ensure that every citizen, especially Muslims, get halal and clean food supplies,” he said. — Bernama

Purchase of a halal cert is paying bribes. Period.

Getting a halal cert means paying money to the moslem clerics or else the clerics will use their religious authority to get moslems to boycott your F&B business. It's a bribe or extortion.

It's just cheaper to pay bribes to petty officials and a handful of senior custom officials than to Jakim or the moslem board for the halal cert, which adds no value to the food products in terms of hygiene, quality, taste. It only drives up the cost of the food.

KUALA LUMPUR, Dec 28 — Bukit Mertajam MP Steven Sim today proposed a royal commission of inquiry (RCI) into the import of meat that has been passed off as halal amid explosive allegations of corruption within multi government agencies spanning 40 years.
The Opposition lawmaker said the independent high-level investigation was needed because the issue was not only about Shariah compliance but everyone’s health and safety.
“Therefore, I would like to call on the federal government to immediately set up a Royal Commission of Inquiry to investigate this matter boldly and transparently, as well as proposing improvements in order to restore consumer confidence, especially Malaysians, on the halal regulatory system and quality of imported food in general,” he said in a statement.
He pointed out that the “meat cartel” at the centre of the scandal poses a threat not only to the religious practices of Muslims, but has raised doubts over the quality and nutritional value of imported food in general.
“If non-halal meat can be sold as halal due to corrupt activities, then it is not surprising that diseased and problematic meat may escape restrictions for sale to consumers,” Sim added.

SINGAPORE: Authorities in Singapore are looking into allegations to determine if non-halal frozen meat items that have been relabelled as halal-certified for sale in Malaysia has affected the Singapore market.

There have been several reports in Malaysia regarding an alleged meat cartel syndicate based in Malaysia that smuggles, repacks and relabels non-halal frozen meat items as halal-certified for sale in Malaysia, said the Islamic Religious Council of Singapore (MUIS) and the Singapore Food Agency (SFA) in a joint statement on Tuesday (Dec 29).

“MUIS notes that the Malaysian authorities have issued statements that they are investigating the matter, and urging the public not to speculate on the outcome of the investigation or spread rumours,” the joint statement said.

“MUIS also notes that there have been messages circulating on social media expressing concern that this frozen meat from Malaysia could have also been imported into Singapore, or that the alleged improprieties in the importation and packaging of halal meat could have also been taking place in Singapore.

“MUIS and the SFA are currently looking into the allegations raised to determine if the alleged improprieties affect the Singapore market.”

MUIS is writing to the relevant authorities in Malaysia to request for more information. SFA and MUIS reminded the public to verify information from credible sources and not to spread rumours.

POLICE REPORTS MADE IN MALAYSIA

On Tuesday, a number of non-governmental organisations (NGOs) in Malaysia made police reports on the meat cartel scandal, reported Bernama.

Malaysia Muslim Halal Meat Importers Association president Dr Mohd Noor Ali Akbar said his association and the other NGOs urged the Malaysian government to act fast in response to public concern over the issue.

"The importation of meat needs to be reviewed and stringently checked as the public should know clearly about it. This issue needs full clarification as it involves public interest,” he said.

"We, as importers of meat, agree that a Royal Commission of Inquiry be set up to investigate whether the existing standard operating procedure is already sufficient or needs to be enhanced," he told Bernama after lodging a report at the Dang Wangi police headquarters in Kuala Lumpur.

Malaysian media outlets have reported about a cartel bringing in frozen meat from China, Ukraine, Brazil and Argentina, and repackaging the meat using the halal logo at a warehouse in Senai, Johor.

A frozen meat importer allegedly involved in the meat cartel scandal in Johor will be charged in court on Wednesday for using fake halal logos on its vehicles, Bernama reported.

"SOUND PROCESS" IN PLACE: MUIS, SFA

MUIS and SFA said only meat and meat products from SFA accredited overseas establishments can be imported into Singapore.

Imported meat and meat products are also subjected to SFA's food safety surveillance programme to ensure that they meet import requirements and regulatory standards.

“In addition, meat which is imported for the Muslim market and MUIS’ certificate holders must meet halal requirements,” MUIS and SFA said.

“MUIS has a sound process to ensure imported meat that is certified by foreign certifying bodies meets our specified requirements. MUIS assures the public that the halal-certified meat products which are legally imported into Singapore may be consumed with confidence.”

Consumers are advised by MUIS and SFA to "exercise caution" when purchasing meat products overseas.

KUALA NERUS, Dec 30 — Muslims have the option not to eat imported meat especially if they have doubts about the halal status of the product, Datuk Seri Zulkifli Mohamad said.
The Minister in the Prime Minister’s Department (Religious Affairs) said it has been mentioned in the hadith, “Leave that which makes you doubt for that which does not make you doubt.”
“As such to be certain, I visited the two frozen meat factories two days ago to ensure that the requirements on imported meat are according to the import regulations and standards,” he told reporters after the Inspirasiku programme at Universiti Sultan Zainal Abidin (UniSZA), here today.
He said this when asked to comment on the statement by Perak deputy mufti Datuk Zamri Hashim who reportedly urged Muslims to exercise their buying power by staying away from imported meat, especially beef, until the issue affecting the halal status of imported meat is resolved.
Zulkifli said this was Zamri’s view and recommendation on exercising caution if people have doubts and cannot establish whether the imported meat they are eating is halal.
However, he said the authorities related to this issue including the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) and the Malaysian Islamic Development Department (Jakim) have already given clear explanation to alleviate the anxieties and doubts of the Muslim community.
Deputy Minister (KPDNHEP) Datuk Rosol Wahid in a programme yesterday said, the country’s three largest frozen meat suppliers, namely the Allana Group, Amroon and Al-Aali are among those that are guaranteed halal and Muslims in the country should not worry about purchasing meat from the three companies.
In a related development, Zulkifli said it was still too early for him to decide on a major overhaul for Jakim.
“It is too early for us to say anything now, I prefer making improvements and increasing quality...we will look into this more thoroughly from various aspects. As I have said, we will cooperate with several parties and update the SOP (standard operating procedures) implemented by Jakim and others, involved in the import of meat,” he said.
He said this in response to a proposal from Malay Consultative Council (MPM) advisory board member Tun Hanif Omar, who had called for a major reshuffling of Jakim and to appoint those who are more competent, capable and with integrity to lead the department. — Bernama
