Pardon my oversight, I forgot to mention that NUS incurred the $650m debts because of their extensive scholarship program and salary/lodging reimbursement for the foreign students and lecturers. Most Singaporean students must pay. If NUS asks foreign students to pay, for the same amount of school fees, they rather go UK, Aust or US.
