SINGAPORE - In a rare move, the People's Action Party Women's Wing has weighed in on a court case, saying it is dismayed at the sentence a National University of Singapore (NUS) student received for trying to strangle his former girlfriend.

In a short statement on Tuesday (July 21), the PAP Women's Wing said it has also shared its concerns about the sentencing with the Minister for Home Affairs, "who has committed to look further into the matter".

"The PAP Women's Wing and PAP Women Members of Parliament strongly denounce violence against women. Like many members of the public, we are dismayed that the sentence in this case appears disproportionate to the offence," the statement said.


Manpower Minister Josephine Teo, who is the chairman of the Women's Wing and Second Minister for Home Affairs, carried the statement on her Facebook page and in all capital letters, announced that the matter was "an issue of serious concern".

Dentistry student Yin Zi Qin was earlier this month given a short detention order of 12 days and a day reporting order of five months, whereby offenders have to report to a centre for monitoring and counselling, as well as undergo rehabilitation.

The 23-year-old was also ordered to complete 80 hours of community service over a year.

SINGAPORE — The Attorney-General’s Chambers (AGC) said on Tuesday (July 21) in response to media queries that it will not appeal the case involving dentistry student Yin Zi Qin, whose sentence had triggered a public outcry and a review of the penalty framework for violent cases.

Yin, 23, from the National University of Singapore (NUS), was convicted of voluntarily causing hurt to an ex-girlfriend, 21. Last Friday, he was handed a 12-day short-detention order, a five-month day-reporting order, as well as 80 hours of community service. He will not have a criminal record if the sentence is successfully completed.

“AGC will not be appealing the matter,” a spokesperson said.

On Tuesday, the People’s Action Party’s Women’s Wing and the Association of Women for Action and Research (Aware) spoke out against the levity of the sentence. There have also been two online petitions related to the case.

Law and Home Affairs Minister K Shanmugam said on Tuesday that the authorities will review the penalty framework for violent offences and the extent to which the offender’s educational background and other factors are relevant to the punishment.

This shows that our courts operate with fear nor favour. No wonder Singapore's judiciary system is so highly regarded locally and internationally.

Those with higher educational background will get lighter sentence for the same offence committed by low SES background. Like that also can?
 
The Ministry of Home Affairs (MHA) will be reviewing the legal policy framework for certain criminal offences, including the relevance of factors such as an offender's educational background in sentencing, Home Affairs and Law Minister K. Shanmugam said yesterday.

How can this statement be legal when the Parliament has dissolved since and no new cabinet is announced by Pinky ?
 
If this is the way it works, fine. Then we should develop a chart showing the likely punishment
of offences based on our educational levels. They should have a reasonable data base
from which this can be done. So, if the defendant has JC, what would be his punishment.
Or a guy who could not pass his PSLE. Or, if one has a Masters (in Masturbatory Science) does
it mean the victim gets punished? (Just a thought) :geek:
 
Tbf to the convicted young man, think you need to look at all the mitigating factors together as a whole to understand why both the judge and a&g chambers took the positions they did thus enabling this young man to get a community sentence rather than the conventional criminal sentence.

Note neither the victim nor the victim's family appear to made any complaints against this sentence. The reason for this perhaps lies in the mitigating factors.

Think each case should be viewed on its specific facts and circumstances.
 
The courts should stop getting criminals to do "community work".
Doing community work should never be associated with people who
have committed crimes and trying to atone for their sins by being
forced to do "community work". Such "work" under compulsion serves
no purpose and when/if the work is being done with real volunteers,
it gives everybody a bad name.
