They should be charged for CULPABILITY when they agree with the owners
of the companies which employ these workers by allowing them to squeeze
in double the number which was permitted, in each room.

The OWNERS of these companies are the ones which should be held accountable.

The MOM staff who have been in charge of such matters under our beloved Jo Teo
should be held either jointly responsible for allowing such matters to persist. Unless
they can prove that they had spoken out but that their bosses turned a deaf ear and
a blind eye.
