People give the winning political party the mandate to form the government via their votes in an election and adminster the country via the civil service...not too sure how 20 or simple words can be spun into headlines

Without true and independent Separation of Powers how can the civil service counteract against a very bad pap gov under Bastard lee hsien loong.

Only a true and balanced Parliament with pap as the opposition could Singapore see a truly independent civil service which could counteract against

any ruling party without fear or favor.

The PAP as an opposition party has the job of countering a bad government if any. Not the job of the civil servants.
