I disagree. 80-90% of the riders are extremely responsible, polite and self-regulating. its the 10-20% assholes who spoil the market for everyone else.

the failure of the LTA/MoT is their inability to regulate or clamp down on these assholes. they used a 100MT nuke to kill a bunch of pesky flies. they have no finesse.

there were numerous solutions to this problem, including introducing a licensing regime but they opted for the easy way out. No one wanted the extra work. they could have criminalized the illegal modifications by shops allowing the scooters to achieve ludicrous speed. they could have outright banned riders under 21 who were monkeying around a lot. they could have imposed technical requirement for speed limiters on all imported PMDs, with criminal charges for tampering with the limiters.

with a licencing regime, all the commercial riders could have been deputized as wardens to ensure proper riding by everyone else as they have the most to lose and are generally more responsible riders given its their rice bowl at stake.

there are myriad solutions to the problem. but sadly they chickened out.
