If the vendor dispatches the parcel via UPS, will custom and excise department contact you and make you pay GST before they release the parcel ?
 
All delivery charges are done when you finished ordering. Some delivery services are more expensive (faster) than others. Sometimes delivery is 'free'.

GST has nothing to do with it.

Many years back I bought a watch from Amazon and had to collect my watch from customs office located at Paya Lebar. Need to pay GST there as anything above SGD400 is subjected to GST. Not sure if they raise the ceiling since.

From my experience, the vendor will calculate and collect import tax when they bill you. So, I didn't have to pay anything on our side when the watch arrived.
 
Overseas vendor has no legal obligation to collect GST on behalf of the buyer's country.......

Don't estimate at $400 because Singapore customs use a slightly different FX rate, determined by themselves and FX rate will be different when your item reaches Singapore.

To be safe, make sure the price + shipping cost is below S$370
