近300名议员在现场大打出手，更有甚者为占领会议室，动用撬棍，铁锤等工具，导致多人不同程度受伤。
据韩联社26日报道，25日下午，韩国朝野四党为将《公职选举法》修正案、《关于设置和运营高层公职人员犯罪调查处的法案》、旨在调整检、警调查权的《刑事诉讼法》修正案和《检察厅法》修正案共4件法案通过快速通道提交来到国会。
然而，自由韩国党在当天上午提前“占领”国会，使朝野4党无法提交修正法案。为此双方展开激烈的“肉搏战”。
据KBS新闻25日报道，对峙双方为朝野四党（包括执政共同民主党）与韩国最大反对党自由韩国党。
当天上午，自由韩国党版兵分两路，其中一路计划占领3间会议室，阻止会议的进行。另一路议员则前去围堵执政党议员，不让其出席会议。
当晚，执政党议员发起反击，他们试图将法案交往议案科。但该处已被自由韩国党提前占领。为重夺议案科办公室，朝野四党与自由韩国党发生激烈冲突，动用了撬棍、锤子等工具。

议长在听取上述情况报告后，批准向国会议案科行使警卫权。这是自1986年以后，时隔33年首次启动国会议长的警卫权。
国会成立以来议长共只有6次行使警卫权。包括1958年8月20日和12月24日，1960年11月23日、1979年10月4日、1986年10月16日由议长行使了警卫权。

直至26日凌晨，朝野四党勉强将6人“塞”进会议厅，最终召开司法改革会议，原定于25日晚召开的会议，因此被推迟了近6个小时。
不过，因为投票表决的法定人数为11人，因此会议举行40分钟即告停会。凌晨4点，执政党议员才解散离场。
最终，共同民主党于4月26日下午通过电子立法提案系统提交了法案，而议案科职员则在不是自由韩国党占据的其他办公室确认了这一情况，法案提交成功。这是韩国宪政史上首次通过电子立法提案系统提交议案。
这是韩国在2012年引入旨在消除议会暴力的《国会先进化法》又称《肢体冲突防止法》 后发生的首次议会暴力事件。
另据环球网援引韩国《京乡新闻》报道，26日上午，韩国国会议长文喜相因健康状况恶化被紧急送往首尔大学医院。

韩国国会议长秘书室长朴秀贤当天表示，议长25日接到院方通知，要求进行手术。在受到重大冲击的情况下，议长在全力履行完国会议长职责后才接受手术，诚请大家为议长顺利手术战胜病魔祈福。
24日，文喜相因最大在野党自由韩国党议员冲击议长室而出现休克症状。在国会医务室接受初步诊断后入院就医。当时，朴秀贤介绍称，议长到达医务室时血压是172mmHg，脉搏是平时速度的两倍多。
