Actively recruited and encouraged foreigner traders to come to China by giving incentives like big farewell dinner out of government budget when their ships sail off. When the foreigner traders died in the sea, gave them compensation and when they have trouble, helped them with loans. And to fight the pirates, Song government set up patrolling in the sea off Guangzhou and Quanzhou etc ports.

But the critical difference is these foreigner traders actively recruited by Song government bring huge taxes on every shipload of goods i.e wealth to Song government; but not the foreigner workers that are actively recruited by PAP to Spore to take jobs take hdb take school take hospital space etc and probably don’t even pay income taxes. The foreigner traders in Song Dynasty are like me the foreigner investors that bring money to mudland.

Song emperor is very different from Ming and Qing in their attitude towards commerce and market economy. Song government was much more interested to promote foreigner sea trade vs tribute.

Song emperor in the 10th century already sent trade missionary to south east Asia etc countries to actively recruit the foreigner traders to sail to China for trading.
