這對新加坡籍男女，涉嫌在台棄嬰，恐怕面臨死刑!由於新加坡刑法規定，在境外犯罪，同樣得在國內受罰，女嬰被發現時模樣完整，若是活活被人丟棄致死，兩人恐怕涉及謀殺罪，在新加坡最重可處死刑，而這起事件也和去年發生的港女命案相似，都是外國人在台犯案後逃回本國，但台灣和新加坡香港都沒有簽訂引渡協定，無法引渡嫌犯來台受審。

留著長髮長相清秀，24歲的新加坡籍女子就是警方掌握的女嬰生母，他和涉嫌棄嬰的23歲男子，兩人疑似從高中開始交往，後來都就讀新加坡某一所工藝學院，臉書兩人還PO過同一支情侶娃娃，看起來感情不錯，但如果小女嬰是因為慘遭毒手致死可能面臨死刑。

由於新加坡刑法規定，國民境外犯罪等同在境內實施，得在國內接受審判和受罰，小女嬰被發現時模樣完整五官清楚，若是兩人計畫把嬰兒活生生丟進廚餘桶致死，恐怕觸犯謀殺罪將處死刑，若是一時失慮犯案則屬於故意致人於死，可處無期徒刑或十年以上徒刑。


律師陳克譽：「台灣是屬地原則，行為地在台發生，台有管轄權，若是新加坡法律規範，有處罰規定在境外犯法，新加坡也會有管轄權，本件可能是殺人罪或生母殺嬰，新加坡有司法權可以處理這件事。」


由於兩人都是新加坡籍，在台犯案後逃回本國，和去年二月發生的港女命案相似，只是台灣和香港、新加坡都沒有簽訂引渡協定，恐怕很難將嫌犯引渡來台受審。

A horrified worker cut a bin bag open a waste food recycling plant to find a dead newborn girl.

The man, who was based at the transfer station that processes food for pigs, was given a bag which his colleague thought contained a chicken that had been killed.

But to his horror, he discovered that it was a dead baby instead.

Police who are trying to track down the person who dumped the tot have since identified a male suspect as a 'person of interest'.

This comes after CCTV cameras showed him carrying a black bin bag allegedly containing the dead infant.

警方追蹤棄屍女嬰的嫌犯就是新加坡籍王姓男子，但這對情侶早已離台，檢方這個月5日解剖遺體，確認女嬰出生時，是否有呼吸心跳，消息傳回新加坡，謝姓女友向新加坡媒體喊冤，一度否認懷孕， 王的父親也緩頰說，女方一星期來三次，沒發現任何異狀，可能是身體圓潤，台灣警方搞錯了！但兩人2月19日來台入住，26日凌晨三點多棄嬰，當天下午匆匆離台，到底是否有棄嬰，諸多疑點，警方還要追查清楚。

離開廚餘桶走在騎樓，就是這段關鍵畫面，讓警方追出，新加坡籍的王姓男子涉嫌棄嬰。當時回收廚餘桶的環保公司人員，打開塑膠袋來看，發現女嬰重約3000公克，體長約50公分，臍帶有30公分，身體呈現鮮紅色，沒明顯外傷。檢方預計這個月五日，解剖遺體，確認女嬰出生時，是否有呼吸心跳。

TVBS記者謝宜倫：「警方能夠在一天之內破案，除了靠的是監視器比對身分之外，還有鑑識人員，因為一確定是這裡的房客之後，就進到房間採證，果然採集到相關跡證。」

新加坡新明日報陳玉能：「找到女方的時候，女方是透過電話，也是提到她沒有懷孕，而且她說如果她真的懷孕，她怎麼可能上的了飛機？」

女子跟新加坡媒體強調，沒有生產，男友的父親，也緩頰說，她一個星期，來家裡兩三次，從沒聽說過懷孕。

王姓男子坦承帶女友來台灣旅行，2月19日來台，26日凌晨三點多棄嬰，當天下午四點半搭機回新加坡，在台期間，入住在西門町的飯店，警方從回收廚餘發現地點，一路到西門町下榻的飯店，以及周邊監視器，在第一天就掌握到情侶檔身分，只是兩人早先離開一步，走得如此匆忙，是按原定計畫，還臨時起意，似乎另有隱情。

新北市一名環保回收員工日前在廚餘桶裡發現一袋女嬰屍體，嚇得報警處理，警方追查，懷疑是一對新加坡情侶涉案，目前正在比對DNA。而該對新加坡情侶住宿飯店的員工表示，他們原本懷疑女生有懷孕，但2人退房時，女生的肚子就已經不見了，看起來也十分虛弱。

據《蘋果日報》報導，警方追查發現裝有女嬰屍體的黑色塑膠袋來自西門町某餐廳的門口回收，透過上百支監視器的線索，懷疑是一對情侶涉案，持續追查，才知道2人是從新加坡來台旅遊，投宿於武昌街二段某飯店，遊台近一週後，退房就直接搭機返回新加坡。

然而，飯店員工表示，一般他們都會特別註記懷孕的客人，當時看女生確實像懷孕，但詢問對方，他們並沒有特別表示，只是退房時，女生就沒有懷孕跡象，「肚子突然就不見了，且看起來比較虛弱」。而房間僅比較雜亂，沒有異常，不清楚有沒有留下血跡，目前該房間已經有新客人入住。

目前警方已在該房間內採集到血跡反應，會與女嬰進行比對，若確認有親屬關係，將會透過刑事局國際科聯繫新加坡警方，進行後續的偵辦。

新北市新店某資源回收公司26日處理廚餘時，在回收桶內驚見一具被黑色塑膠袋包裹的女嬰屍，且臍帶、胎盤都在留在身上。警方調查後確認棄嬰地點在北市萬華區昆明街附近，並鎖定一名23歲新加坡籍男子，而棄嬰後他與女嬰生母當天下午就搭機離台，疑似試圖規避刑責。對此，曾任檢察官的律師翁偉倫指出，棄屍的2人若是預謀來台生產，有可能會以謀殺論罪，面臨唯一死刑。

據《自由時報》報導，翁偉倫指出，新加坡刑法規定，國民在境外犯罪視同於境內實施，得於國內受審與受罰，也就是說這對情侶即使在台犯行違反新加坡刑法，返國後仍得受罰。若2人是有計畫地將嬰兒活生生丟進廚餘桶致死，恐觸犯新加坡刑法302條謀殺罪，屬於唯一死刑重罪。

翁偉倫表示，若2人是一時失慮犯案，並非計畫性殺人，則犯故意致人於死罪，可處無期徒刑或10年以上徒刑；若女子是因產後憂鬱殺嬰，根據星國刑法考量其情可憫，特別創設一個婦女殺嬰罪，雖可逃死但仍須面臨無期徒刑或10年以上徒刑；若2人是在嬰兒死後才棄屍，則犯下秘密處置嬰兒屍體隱瞞嬰兒出生罪，最重可處2年徒刑或罰金。

由於我國司法機關對在台的犯罪行為有管轄權，因此若2人將嬰兒丟進廚餘桶致死，觸犯殺人罪，可處死刑、無期徒刑，或10年以上徒刑；若在嬰兒死後才遺棄，則涉犯遺棄屍體罪，可處6月以上5年以下徒刑。
