The ship under construction in the graving dock, the USNS Miguel Keith, floated off the docking blocks while also flooding the ship through cuts in its hull. No one was injured and there is no estimate of damage to the ship which was expected to be delivered in August of 2019.
A graving dock is a type of drydock built as a narrow basin closed by gates or by a caisson, into which a vessel may be floated and the water pumped out, leaving the vessel supported on blocks. The graving dock at the NASSCO yard is the 1,000-foot long and 174-foot wide.
The USNS Miguel Keith is the third Expeditionary Sea Base built for the US Navy. The two Navy Expeditionary Sea Bases now in service are the USNS Lewis B. Puller (T-ESB 3) and the Hershel “Woody” Williams (ESB 4).

A graving dock is a type of drydock built as a narrow basin closed by gates or by a caisson, into which a vessel may be floated and the water pumped out, leaving the vessel supported on blocks. The graving dock at the NASSCO yard is the 1,000-foot long and 174-foot wide.
The USNS Miguel Keith is the third Expeditionary Sea Base built for the US Navy. The two Navy Expeditionary Sea Bases now in service are the USNS Lewis B. Puller (T-ESB 3) and the Hershel “Woody” Williams (ESB 4).

The U.S. Navy’s newest aircraft carrier suffered a propulsion issue in January 2018 that forced it to return to port early from sea trials. The USS Gerald R. Ford experienced an issue with the main thrust bearing that was the result of a manufacturing defect. Both the U.S. Navy and shipbuilder Huntington Ingalls Industries are looking into the problem.
The USS Ford was on a shakedown cruise designed to detect issues in the brand-new ship. According to a Navy memo obtained by Bloomberg News, while the ship was underway the crew and engineers observed a temperature of "92 degrees Fahrenheit above the bearing temperature setpoint."
The main thrust bearings on ships are designed to take thrust generated by the propellers and move the ship in the opposite direction of the thrust. A carrier such as the USS Ford, which has four propellers, in turn has four main thrust bearings. As one might expect with a 90,000 ton, nuclear-powered vessel, this is a juncture of machinery that must safely transfer enormous levels of energy, and heat buildup was detected before something dangerous could happen.
According to the memo, “after securing the equipment to prevent damage, the ship safely returned to port." Another problem involving main thrust bearings took place in April 2017.
Huntington Ingalls declined to state which contractor was at fault for the defective parts, but Bloomberg noted that General Electric was responsible for the Ford’s propulsion system. Bloomberg also noted that an inspection of the parts involved in the January 2018 incident revealed improperly machined gears at GE’s facility in Lynn, Massachusetts as the “root cause."
A spokesperson for GE said that the company no longer produces gears for the USS Ford, which begs the question of when the problem could be fixed. The parts are reportedly "out of spec," and would either need to be repaired and brought back into spec or replaced with properly machined parts.
The USS Ford is the most expensive warship in history, costing $12.6 billion in construction and another $4.7 billion in research and development. The Ford was built with a number of new technologies onboard, including an electromagnetic aircraft launch system, advanced aircraft landing system, and new radar.
All new ships undergo problems, and Ford’s shakedown period is doing exactly what it is supposed to. A first in class ship using new technology, Ford has had more than its share of issues. According to a spokesman for Navy Sea Systems Command, the organization overseeing the shakedown cruise, the problems will be fixed during the “post-shakedown availability” phase, during which improvements are made while the ship is in drydock.

The newest and costliest U.S. aircraft carrier, praised by President Donald Trump and delivered to the Navy on May 31 with fanfare, has been dogged by trouble with fundamentals: launching jets from its deck and catching them when they land.
Now it turns out that the system used to capture jets landing on the USS Gerald R. Ford ballooned in cost, tripling to $961 million from $301 million, according to Navy documents obtained by Bloomberg News.
While the Navy says the landing system has been fixed, the next-generation carrier built by Huntington Ingalls Industries still hasn't been cleared to launch F/A-18 jets carrying a full complement of fuel tanks under their wings, a handicap that could limit their effectiveness in combat.

The twin issues underscore the technical and cost challenges for the planned three-ship, $42 billion Ford class of carriers that is drawing increased congressional scrutiny. The Navy and Trump want to increase the carrier fleet from 11 authorized by law to 12.
Senate Armed Services Committee Chairman John McCain, R-Arizona, has long criticized the Navy's management of the Ford program and joined a congressional effort that capped funding for the Ford at $12.9 billion and for a second ship under construction, the John F. Kennedy, at $11.4 billion. He's likely to grill Navy officials about the newly disclosed landing system costs and troubled launch system during a hearing Thursday on the Navy budget.
The surge in costs for the development phase of the advanced arresting gear -- built by General Atomics to catch planes landing -- was borne by the Navy under terms of that contract. In addition, the program acquisition costs of the three systems built so far more than doubled to $532 million each from $226 million, an increase that must be paid by closely held General Atomics.
General Atomics spokeswoman Meghan Ehlke referred all questions to the Navy "per our contract." Capt. Thurraya Kent, a Navy spokeswoman, said the contractor forfeited all bonus fees it could have made during the 2009-2016 development phase and the service is reviewing the company's master schedule for the John F. Kennedy weekly. The Navy also has placed personnel at the company's facility in Rancho Bernardo, California, to monitor progress.
The Navy reported the cost increase to Congress last month because it breached thresholds established under a 1982 law for major weapons systems. It's separate from the 22 percent increase since 2010 for construction of the carrier, which resulted in Congress imposing the $12.9 billion cost cap.



Trump, who has repeatedly complained about the high cost of major weapons systems -- and then taken credit for reining them in -- did that in a Coast Guard commencement address on May 17. The Ford "had a little bit of an overrun problem before I got here, you know that. Still going to have an overrun problem; we came in when it was finished, but we're going to save some good money."
Trump said "when we build the new aircraft carriers, they're going to be built under budget and ahead of schedule, just remember that." Still, the Government Accountability Office said in a new report Tuesday that the John F. Kennedy's cost estimate "is not reliable and does not address lessons learned" from the Ford's performance.

Trump scoffed at the carrier's troubled electromagnetic launch system in a Time magazine interview last month, saying it doesn't work and "you have to be Albert Einstein to figure it out." Saying the Navy should stick with an old-fashioned, steam-driven catapult, he added, "The digital costs hundreds of millions of dollars more money and it's no good."
Until the catapult problem, discovered in 2014, is resolved, it limits how much combat fuel can be carried in planes being launched from the carrier's deck.
That "would preclude normal employment" of the F/A-18E/F Super Hornet and the radar-jamming Growler version because "the aircraft are limited in the types of missions that they can accomplish" without added under-wing fuel tanks, Army Lieutenant Colonel Roger Cabiness, spokesman for the Pentagon's testing office, said in an email. He said the Navy asserts that testing on the ground has solved a software flaw that caused excessive vibrations of those fuel tanks.
"The Navy estimates the software problem will be resolved and software updates incorporated" on the carrier for testing at sea during the vessel's post-shakedown phase between May and November of 2018, Michael Land, spokesman for the Naval Air Systems Command, said in an email. He said actual launches of jets with wing tanks will follow in 2019.
The Navy still has time to fix the catapult issue. Though the Ford has been delivered, the ship is not scheduled to be declared ready for operations until 2020, with first actual deployment planned for about 2022, according to spokeswoman Kent.

The Department of Defense’s fiscal year 2019 budget includes a hefty chunk of cash for a fourth Ford-class aircraft carrier, but the Navy may have to wait a little bit longer to see its dreams of an 11-carrier fleet truly realized.
Among the slew of vessels included in the Navy portion of President Donald Trump’s planned boost to the U.S. armed forces budget are three Arleigh Burke-class destroyers, two Virginia-class submarines, and the “first year of full funding” for the now-unnamed CVN 81 aircraft carrier, a younger sibling to the brand-new $13 billion USS Gerald R. Ford (CVN 78), which the Navy (and Trump) commissioned last July.
But as it turns out, the Pentagon’s latest technical assessment of the next-generation (and urinal-less) supercarrier reveals a warship currently incapable of performing basic functions during routine operations; the service on Feb. 7 reportedly appealed to Secretary of Defense James Mattis to delay critical shock testing of the new carriers until the second Ford-class hull, USS John F. Kennedy, comes available in 2024 — the same stress-testing for which lawmakers let the Navy off the hook in June 2017.

The DoD’s intensive assessment of the Ford, conducted by the Office of the Director of Operational Test and Evaluation and published last month, along with its other 2017 technical analyses, reveals “poor or unknown reliability” among many of the Ford’s essential systems, including newly designed catapults, arresting gear, weapons elevators, and radar.”


These systems aren’t just high-profile (see: that steamless catapult) but critical for the vessel’s roles in counterterrorism and great-power deterrence. “[The limitations] could affect the ability of CVN 78 to generate sorties, make the ship more vulnerable to attack, or create limitations during routine operations,” the report states. “The poor or unknown reliability of these critical subsystems is the most significant risk to CVN 78.”

Among the most glaring problems facing the vessel: those “goddamned” electromagnetic catapults. While the Boeing F/A-18F Super Hornet and EA-18G Growler aircraft experienced “excessive airframe stress” on launches, according to the DoD report, the Navy also “identified an inability to readily electrically isolate Electromagnetic Aircraft Launching System (EMALS) and Advanced Arresting Gear (AAG) components to perform maintenance” — a complication that means sailors could find themselves unable to perform underway maintenance or repairs on one of the ship’s most critical systems.


This isn’t just real pain in the ass when something goes wrong during a sustained bombing campaign against, say, forces hostile to U.S personnel downrange in Syria: It renders the whole system functionally useless. At the current reliability, Ford’s cats only have “a 9 percent chance of completing the 4-day surge and a 70 percent chance of completing a day of sustained operations as defined in the design reference mission without a critical failure.” That’s on a good day, with a deck full of trained-up sailors; the Ford class was designed to reduce manning requirements but is “sensitive to manpower fluctuations” simply because the next-generation technologies it embraces “are not well understood,” the report states
More concerning are the shock tests the Navy is delaying on the Ford, in which light charges would be set off in the water around the ship to test its systems’ reliance under stress. In recent years, DoD regulations stipulated that Full Ship Shock Trials, designed to test hull resiliency, are should be conducted at “two-thirds of the shock level that ships are required to survive”; the service’s push to delay even such nominal tests raises questions about officials’ confidence in their new supercarrier.
On the upside, Trump’s 2019 defense budget request contains around $1.8 billion for the “continued development” of Ford-class carrier technologies, as Defense News put it on Feb. 13. A few billion here, a few billion there — pretty soon, we’ll be talking about a working aircraft carrier.

美国舆论对赫尔辛基美俄峰会的余怒未消,白宫又公布了特朗普邀请普京访问华盛顿的消息。在改善美俄关系的问题上,特朗普的态度十分坚决,堪称力排众议。尽管他的对俄政策受到诸多牵制,但美俄关系在其任期内停止下滑,呈一个大致缓和的势头,应是大概率事件。
特朗普不止一次强调,俄罗斯与美国是世界上两个最大的核国家,两国核武器占到全球的90%,美国必须与俄罗斯融洽相处。应当说,在发展美俄关系的问题上,特朗普是清醒的。
俄罗斯的经济目前相当弱,GDP排在世界前十之后,然而军事力量,尤其是核力量支持了它作为世界上最有影响力大国之一的地位。俄美在中东和欧洲都存在严重地缘政治冲突,但是特朗普突然扭转美国对俄强硬政策,向普京展现低姿态,大概的确如他所说,这首先是因为俄罗斯是个核大国。
我们知道,美俄改善关系不是一朝一夕之功,由于两国很难实现在欧洲和中东的战略妥协,即使双方关系改善了,新的摩擦还会发生,导致两国关系新的溃疡。
然而特朗普对俄罗斯的特殊尊重还是值得我们玩味的。他是位只重实力的人,而军事力量,首先是核力量尤其被他看重。其实这也是传统地缘政治学的典型思维,所有博弈到头来都可能带动终极力量的博弈,尽管这种博弈有可能是潜在的,但它会很大程度上影响一方对另一方的态度。
美国已将中国定位为战略对手,其对中国的施压会逐步展开,贸易战或许只是个开头,两国紧张有向更多领域扩散的风险。我们相信,在这个过程中,白宫会做很多评估,包括不时盘算一下中国有多少核弹头这个与中美现实摩擦看上去相当遥远的问题。
中国与俄罗斯不同,我国经济实力强大,博弈手段多样,这是我们的优势。然而中国军事力量相对弱,又是我方的短板。其中中国核力量与美国有着悬殊差距,是中国的重大战略短板。
在中国战略界流行着一种看法,核武器只要够用就行了,持有太多核武器既要付出更大成本,还可能诱发外部的警觉,导致额外的战略不确定性。这种观点认为,中国没有必要着力增加战略核武器的件数,而应将重点放在核武器的现代化上,确保第二次核打击能力的真实性。我们认为,这种看法是对大国战略核态势的严重误读。
中国不是小国,只要有几件核武器在关键时刻能够吓唬吓唬战略威逼者就行了。中国已经成长为有全球影响的力量,我们面临的战略风险和博弈压力要比小国大得多,对何为核武器“够用”,我们需要重新思考。
中国的核武器不仅要确保真实的二次打击能力,而且要促进国家形成外部势力不敢对中国进行任何军事恫吓的强大威慑,在这当中扮演基石的作用。大国一旦发生军事摩擦,必然要评估彼此持续对抗的终极意志,而这种意志的最后依托就是核力量。美国之所以用切香肠的方式搞北约东扩,但在乌克兰和叙利亚等具体摩擦中不敢放开手脚与俄对抗,最大的原因大概就是怕拥有超级核力量的俄罗斯跟它来横的。
看看在南海、台海美国不时展现的咄咄逼人姿态,就知道中国的核力量根本就“不够用”。美国对华的战略傲慢有相当一部分来源于它对中国的绝对核优势。我们担心的是,或许有一天美国会把它的这种傲慢付诸更冒险的对华军事挑衅,那将使中国面临非常严峻的考验。
中国一定要加快发展战略核力量,各种先进的导弹应及时亮相。我们不仅要切实拥有强大的核力量,而且要让所有外部势力清楚并相信中国受到这支核力量支持的捍卫国家核心利益的坚定意志。
当然了,我们不认为中国应把加强核力量作为压倒一切的工作,不惜牺牲其他重大发展利益。但是这项工作应当作为最重要的事项之一加以筹划,不断推动落实。我们必须形成加强核力量刻不容缓的认识。

The United States has positioned China as a strategic opponent, and its pressure on China will gradually start. The trade war may be just the beginning. We believe that in the process, the White House will do a lot of evaluations, including from time to time to figure out how many nuclear warheads in China seem to be quite distant from the Sino-American reality.

China is different from Russia. China's economic strength is strong and its game means are diverse. This is our advantage. However, China’s military strength is relatively weak and it is our shortcoming. Among them, China’s nuclear power and the United States have a wide gap, which is China’s major strategic shortcoming.

There is a popular view in China's strategic world that nuclear weapons can be used as long as they are sufficient. Holding too many nuclear weapons requires more cost, and may also trigger external vigilance, leading to additional strategic uncertainty. This view holds that China does not need to focus on increasing the number of strategic nuclear weapons, but should focus on the modernization of nuclear weapons to ensure the authenticity of the second nuclear strike capability. We believe that this view is a serious misunderstanding of the strategic nuclear posture of big countries.

China is not a small country. As long as there are several nuclear weapons that can scare and threaten strategic intimidators at critical moments. China has grown into a globally influential force. The strategic risks and game pressures we face are much larger than those of small countries. We need to rethink what is a nuclear weapon.

China's nuclear weapons must not only ensure a true second-strike capability, but also promote the country's formation of external forces to dare to exert any military intimidation against China, playing a cornerstone role. Once a military conflict occurs in a big country, it is inevitable to assess the ultimate will of each other's continued confrontation, and the final support of this will is nuclear power. The reason why the United States used NATO to cut the spread of NATO, but in the specific frictions such as Ukraine and Syria, they dared not let go of the confrontation with Russia. The biggest reason is probably that Russia, which has super nuclear power, is going to cross it.

Looking at the aggressive postures that the United States and the Taiwan Strait have shown from time to time, we know that China’s nuclear power is simply "not enough." A considerable part of the strategic arrogance of the United States against China stems from its absolute nuclear superiority to China. What we are worried about is that perhaps one day the United States will put its arrogance into a more adventurous military provocation against China, which will put China on a very severe test.

China must accelerate the development of strategic nuclear forces, and all kinds of advanced missiles should be unveiled in time. We must not only have a strong nuclear force, but also let all external forces know and believe that China is supported by this nuclear force and will firmly defend the core interests of the country.

Of course, we do not think that China should take nuclear power as its overriding work and sacrifice other major development interests. But this work should be planned as one of the most important issues and will continue to be implemented. We must form an urgent understanding of strengthening nuclear power.
