Bangkok: Philippine President Rodrigo Duterte has suggested Filipinos avoid using condoms because they “aren’t pleasurable” in the latest of many wisecracks that have outraged rights advocates and social welfare groups.

Duterte told returning overseas workers, mostly women, to use “free” contraceptive pills and illustrated his point by putting a wrapped piece of candy to his mouth.

Health advocates have for years pushed for use of condoms in the country of 100 million people to reduce unintended pregnancies, the spread of HIV and sexually transmitted diseases.

They say despite attempts by the Catholic church to restrict access to condoms they have helped reduce the country’s high maternal mortality rate.

Duterte’s comments came only days after women’s and rights groups condemned the former provincial mayor for encouraging soldiers to shoot female rebels in their genitals.

“Tell the soldiers…there’s a new order from the mayor. We won’t kill you. We will just shoot your vagina,” he had told a group of former communist rebels.

“If there is no vagina, it would be useless,” he said, appearing to imply that women are useless without their genitals.

Carlos Conde, the representative for Human Rights Watch in the Philippines, said it is irresponsible for the president to downplay the importance of condoms at a time when the Philippines is experiencing the fastest growing epidemic of HIV in the Asia-Pacific region.

“Instead of criticising condoms as a pleasurable inhibitor Duterte should take meaningful action to protect the health of Filipinos by backing urgently needed policy changes to expand the accessibility and use of condoms in the Philippines,” Conde said.

Since taking office in 2016 Duterte has shrugged off outrageous comments, including telling a group of Indian and Filipino business leaders in New Delhi in January that he would like to attract visitors to the Philippines by offering “42 virgins”.

While campaigning for the presidency he joked about wanting to be first in line to rape a kidnapped Australian missionary because she was “beautiful".

He later apologised and said he did not intend to disrespect women.

In July 2017 he made rape jokes while talking about Miss Universe.

Earlier, he told soldiers battling Muslim fighters in the besieged southern city of Marawi they could rape up to three women a day without getting punished.

Often when challenged for making outrageous remarks Duterte has insisted he was just joking.

But his rule has been defined by violence, including a crackdown on drugs that has left more than 14,000 mostly poor Filipinos dead, the largest number of civilian deaths in Asia for decades.

Among his most colourful remarks was that fish in Manila Bay would grow fat from the bodies of drugs users and addicts.

MANILA, Philippines – Critics slammed President Rodrigo Duterte for joking that Filipinos should avoid using condoms because these "aren't pleasurable," as he advised his countrymen to "eat" condoms instead.

Carlos Conde, researcher for the Asia Division of Human Rights Watch (HRW), said it was "irresponsible" for Duterte to downplay the importance of condoms.

This is because the Philippines has "the fastest growing epidemic" of the human immunodeficiency virus (HIV) in the Asia-Pacific region.

"Instead of criticizing condoms as a pleasure inhibitor, Duterte should take meaningful action to protect the health of Filipinos by backing urgently needed policy changes to expand the accessibility and use of condoms in the Philippines," Conde said in an article published on the HRW website Friday, February 16.

Duterte on Tuesday, February 13, said in an event with overseas Filipino workers from Kuwait, "'Wag 'yang condom kasi hindi masarap 'yang condom." (Avoid condoms because condoms aren't pleasurable."

"Kainin mo. 'Yan ang condom," Duterte added. (Eat it. That's the condom.)

Like Conde, Senator Risa Hontiveros also scored Duterte for making these comments.

"President Duterte should stop making thoughtless, reckless and irresponsible statements at the expense of public health," Hontiveros said in a statement Thursday, February 15.

"President Duterte seems to be overly concerned with pleasure. There is nothing pleasurable or funny about the rise in our cases of HIV and teen pregnancy," Hontiveros added.

Duterte has also been hit for using misognystic language, most recently joking that female rebels should be shot in the vagina. – Rappler.com

Philippine President Rodrigo Duterte demonstrated reckless disregard for the health of Filipinos this week by suggesting they avoid using condoms because they “aren’t pleasurable.” During an address to returning overseas migrant workers, mostly women, Duterte instead advised them to use “free” contraceptive pills and illustrated his point by putting a wrapped piece of candy in his mouth. “Here, try eating it without unwrapping it,” he told them. “Eat it. That’s what a condom is like.”

For Duterte’s supporters, the comment was just the latest of his “humorous asides” – like when he supposedly wisecracked about emulating Hitler in enshrining mass murder as state policy or joshed about the gang rape and murder of an Australian nun. But it’s irresponsible for the Philippine president to downplay the importance of condoms at a time when the Philippines is experiencing the fastest growing epidemic of HIV in the Asia-Pacific region.

Condom use can be key for reproductive health but for many years the Catholic Church has sought to restrict access to condoms in the largely Catholic country. It is at the center of UNAIDS anti-HIV strategy because they are “cost-effective tools for preventing [HIV and] other sexually transmitted infections and unintended pregnancies.” Condoms also have an important role in assisting the 81 percent of Filipino women who want to delay or prevent childbearing and in helping to reduce the country’s high maternal mortality rate.

Policies restricting access to condoms are a threat to public health. International law obligates states to ensure access to condoms and related HIV prevention services as part of the human right to the highest attainable standard of health. The International Covenant on Economic, Social and Cultural Rights, ratified by the Philippines in 1974, directs governments to take steps necessary for the “prevention, treatment, and control of epidemic … diseases,” including HIV/AIDS.

Instead of criticizing condoms as a pleasure inhibitor, Duterte should take meaningful action to protect the health of Filipinos by backing urgently needed policy changes to expand the accessibility and use of condoms in the Philippines.

Outspoken Philippines President Rodrigo Duterte has once again courted controversy for an off-the-cuff remark in which he advised Filipinos not to use condoms, as they aren’t “pleasurable.”
“Avoid condoms because condoms aren't pleasurable,”Duterte said at an event with overseas Filipino workers from Kuwait on Tuesday. The Philippines leader advised instead that women use “free” contraceptive pills, a point which he illustrated using a wrapped piece of candy. “Here, try eating it without unwrapping it,” he said. “Eat it. That’s what a condom is like.”

Duterte is well-known for his outlandish remarks, which have included rape jokes and politically incorrect humor about religion. As with his previous bizarre asides, the president came under intense criticism at home and abroad for advocating reckless behavior with regard to sexual health.

Not only has the Philippines long-struggled with the issue of unwanted pregnancy, owing to fierce opposition to contraceptives in the predominantly Catholic country, but it is also grappling with the fastest-growing HIV epidemic in the Asia-Pacific region, with cases more than doubling from 4,300 in 2010 to 10,500 in 2016, according to Rappler.

“President Duterte should stop making thoughtless, reckless, and irresponsible statements at the expense of public health,” said Senator Risa Hontiveros in a statement published Thursday. “President Duterte seems to be overly concerned with pleasure. There is nothing pleasurable or funny about the rise in our cases of HIV and teen pregnancy.”

Two out of three new HIV infections occur among 15- to 24-year-old ‘males who have sex with males,’ or ‘MSMs.’ Condom use among MSMs has increased, from 36 percent in 2011 to 50 percent in 2015, but the rate of infection still remains high.

“Now let me clarify: We’re not talking about those that are openly gay... What we’re saying is any male who has sex with another male for whatever reason, is at risk for getting HIV based on our data,” Genesis Samonte, chief of the DOH’s Public Health Surveillance department said as cited by Rappler.

“The Philippines has become the country with the fastest growing HIV epidemic in Asia and the Pacific, and has become one of 8 countries that account for more than 85% of new HIV infections in the region,” Health Secretary Paulyn Ubial said at a press conference last year.
