Serious Is Fire Protection System Compulsory?

Changi Village Hawker Centre was closed down for renovation in June 2012 .
BCD, MND & FSB failed to see a fire safety protection system was not in place.

Instead of rectifying the oversight, they covered up the whole episode with a grand event to save face.





Few questions;
Will these extinguishers work when everyone is sleeping?
Are building owners allowed to substitute fire extinguishers in place of sprinklers system?
