Russian President Vladimir Putin has dismissed several senior law enforcement officers and told the authorities they must do a better job fighting a range of problems from extremism to teen suicides.

In a decree made public on March 9, Putin replaced 10 generals who held high-level national or regional positions in the Interior Ministry, the Investigative Committee, and the prison service, as well as two regional prosecutors.

None of the officers who were dismissed was publicly prominent, and no reason was given for the reshuffle.

But its announcement came on a day when Putin addressed an Interior Ministry meeting and said candidates for top law enforcement positions must meet very strict requirements.

Putin called on law enforcement to work harder to combat extremism, illegal migration, and deadly traffic accidents, adding that almost half of the crimes across Russia go unsolved.

He called for tougher legislation to prosecute people behind "websites promoting suicide," saying that "these criminals...primarily target teenagers and young people."

In recent months, authorities in Russia and Central Asia have linked online games to teenage suicides.

Vladimir Putin has sacked every single commander in Russia's Baltic fleet in what has been described as a 'Stalin-style' purge.

Up to 50 officers of the fleet were fired alongside Vice Admiral Viktor Kravchuk and his chief of staff Rear Admiral Sergei Popov after they reportedly refused to follow orders to confront Western ships.

Reports in Russia also suggested the purges followed an alleged cover-up of a submarine accident, flaws in recruitment and military construction projects.

It comes amid an undisclosed number of other senior officers of the fleets have been fired over serious flaws in combat training and their failure to take proper care of personnel.

It is particularly unexpected as it follows Putin's visit to the Baltic fleet last year in Kalingrad, during which he praised its performance.

However, there has been speculation the drastic measures were prompted after the US Navy ship the USS Donald Cook was 'buzzed' by Russian fighter bombers in April, which was meant to be part of a series of confrontations against Western ships in the Baltic.

But international affairs analyst Peter Coates told news.com.au: 'But the Russian Baltic Fleet, however, refused to follow such dangerous orders - hence Putin's retaliation against his own naval officers.

Meanwhile after news of the sackings were announced, the Moscow Times noted that 'not since Stalin's purges had so many officers been ousted at once.'

The Baltic fleet has become increasing significant to Russia recently with the break up of the Soviet Union and defection of states such as Latvia, Lithuania and Estonia.

The only remaining Russian enclave on the Baltic coast is Kaliningrad, the most militarized plot of land in Europe — and one of the catalysts for a planned build-up of forces by the Western military alliance on its eastern flank.

NATO military and civilian leaders fear that Russia is using Kaliningrad to create what is known as an anti-access/area denial bubble, using systems like surface-to-air missile batteries to deny NATO access to certain areas in its own territory in the event of a conflict.

'There was no reason to be very concerned five years ago when you could count on more or less peaceful behavior of the Russian side,' said Igor Sutyagin, a research fellow in Russian studies at the Royal United Services Institute in London.

'Now it's becoming more and more possible that these forces could be used, and this is reason for concern.'

Prior to the Second World War, Kaliningrad was Koenigsberg, a northern district of what was then East Prussia, home of the 18th-century philosopher Immanuel Kant, and a grain, dairy and meat supplier to the rest of Germany.

At the end of World War II the province fell to the Soviet Union; the 1.2 million Germans living there were expelled and the Baltic province was repopulated by Soviet citizens and became a garrison area and missile depot for the Red Army.

Russian President Vladimir Putin has dismissed nearly 20 generals just a day before Moscow was set to host a Victory Day parade celebrating the 70th anniversary of the defeat of Nazi Germany, RIA Novosti reports.

The dismissed generals were dismissed by a presidential decree. Among those dismissed was the Lieutenant General of Police Sergey Lavrov as well as the Head of Media Relations in the Ministry of Internal Affairs Andrei Pilipchuk.

The first deputy commander of the Central regional military command Vladimir Padalko was also dismissed, according to the Gazeta.

The timing of the shakeup is curious. The Kremlin is set to host world leaders for the 7oth anniversary of the defeat of Nazi Germany in Moscow on May 9th. The Victory Day parade features a parade of Russian military equipment and members of the Russian military play a major role in the celebrations.

The dismissals come amid major changes within the Russian military. Putin has made the modernization of the military one of his main priorities, and he signed a new military doctrine in December 2014 that updated the goals of the country’s armed forces.

Central to the Kremlin’s plans are an overhaul of the armed forces and a modernization of military equipment. This modernization includes modernization of Russia’s nuclear arsenal and an overhaul of the navy and air force.

However, sanctions aimed against Russia over Ukraine have caused modernization plans to hit a snag. Russia is now reconsidering how it will afford its military upgrades as well as the scope of its modernization plans.

Against all of this, Putin has been facing increased political pressure at home. The leader of the Chechen region of Russia and Moscow’s internal Federal Security Service are increasingly at odds, raising tensions within the Kremlin as Putin tries to balance power around him.
