At least under Goh Chok Tong, Michael Faye was jailed and caned for vandalism, despite protests from the US. This guy drove without a licence, was caught with drugs, and he got off without a jail sentence. The Misuse of Drugs Act is very clear: if you're caught with controlled drugs the first time, it's 6 months' jail. No compromise.
