An irreverent 76-second video by the Singapore Democratic Party (SDP), titled “Pappy Washing Powder”, has been ruled by the Media Development Authority (MDA) as a party political film, which is prohibited under the Films Act.

However, the MDA will not be taking any further action on the video, after making its decision on Aug. 17, in consultation with the Political Films Consultative Committee.

It said that as it is the first incident concerning a party political film, “Parties may not have been fully aware of the requirements under the Films Act.”

The SDP uploaded “Pappy Washing Powder” on YouTube on Aug. 5 to canvass for support and donations.

The video employs the format of a commercial to highlight a washing detergent called “Pappy White”, which washed out the words “transparency” and “democracy” on clothing.

A party political film refers to a film which is an advertisement made by or on behalf of any political party in Singapore or any body whose objects relate wholly or mainly to politics in Singapore, or any branch of such party or body; or which is made by any person and directed towards any political end in Singapore;

Under Section 33 of the Films Act, party political film are not allowed to be made or shown unless they meet certain criteria. Live recordings of lawful events, anniversary and commemorative videos of political parties, factual documentaries, films on a party’s manifesto and candidates’ declarations on policies or ideologies, and films made for news reporting by a licensed broadcaster are allowed.

In an advisory issued to all political parties, the MDA reminded parties to ensure their political films do not contravene the Films Act.

“If parties or candidates continue to publish party political films, the MDA will not hesitate to enforce the law firmly,” the authority said.

It also said the laws “ensure that political debate in Singapore is conducted in a responsible and dignified manner, and not by using the film medium to sensationalise serious issues in a biased or emotional manner”.

How can it be propaganda when it is factual? It is a documentary backed up with facts from the National Archives, Hansard, interviews with journalists. It is not propaganda.
 
SDP should focus of winning the coming GE instead of doing boh liao ads!

That bs ...the law is use to prevent the other parties from countering the PAP propaganda. It is easy to circumvent ...other parties outside sinkapore can post the videos. How can the MDA hold the parties responsible for postings done by sympathizer based outside sinkapore?

PAP vs SDP – which video is a “party political film”?

On 17 August, the Singapore Democratic Party video, entitled “Pappy Washing Powder”, was classified a party political film by the Media Development Authority (MDA) and is therefore prohibited under the Films Act.

The MDA, however, has decided not to take further actions against the party as the video is considered the first party political film. The MDA said that as such the parties might not be fully aware of the requirements under the Act.

The MDA reminded the political parties to abide by the Films Act and to “ensure that political debate in Singapore is conducted in a responsible and dignified manner, and not by using the film medium to sensationalise serious issues in a biased or emotional manner”.

The Films Act defines any film which is an advertisement made by or on behalf of any political party in Singapore, or any body whose objects relate wholly or mainly to politics in Singapore, or any branch of such party or body; or which is made by any person and directed towards any political end in Singapore.

In May 2014, the youth wing of the PAP, Young PAP, released a video entitled, “Re-ignite the Passion of Servant Leadership”, was cleared by the MDA and given a PG rating.

The MDA said the video “does not fall under the category of political films”.

The Straits Times reported:

“This is because it does not have animation or dramatic elements. The video is also made by a political party and comprises its manifesto and ideology, on the basis of which the party’s candidates will seek to be elected.”

The video seems to have been made private since then, after it drew widespread ridicule for being “robotic”. (A parody of it emerged soon after, however. Please see below.)

On Monday, the MDA classified the SDP video as a party political film.
