The
Ministry of Manpower (MOM) announced in a statement today (25 Jun) that it has
cancelled the Accredited Training Provider (ATP) status of 5 errant training
providers for training and assessment malpractices which compromised the
integrity of the Workplace Safety and Health (WSH) courses conducted.
The ATP scheme accredits training providers to conduct Workplace Safety and
Health (WSH) courses on behalf of MOM. Unaccredited MOM training providers are
not allowed to conduct MOM-accredited courses.
Some of the courses include:
MOM said that acting on information received from the public and MOM’s own
investigations, MOM found that the following 5 of the training providers had
violated the ATP Terms & Conditions:
“MOM’s investigations found that the training providers failed to conduct
courses according to stipulated course durations, failed to ensure trainees’
language proficiency for the courses and failed to uphold the integrity of
examination procedures,” MOM said.
For example, in the case of Regent Global Consultants, MOM found the
following issues with the training provider:
a. Failure to adhere to the stipulated duration for the conduct of the
Building Construction Supervisors Safety Course
b. Failure to ensure that trainees meet the language proficiency for the
Building Construction Supervisors Safety Course
c. Failure to ensure that trainees meet the minimum course requirements of
75% attendance before attempting the Building Construction Supervisors Safety
Course assessment
d. Failure to ensure that trainees who failed the Building Construction
Supervisors Safety Course undergo the full course before being allowed to retake
the assessment
e. Failure to adhere to the stipulated ATP requirement under “Dishonesty in
Assessment” for conducting the Building Construction Supervisor Safety
Course
MOM said that the accreditation status of the 5 training providers has been
cancelled and will no longer be allowed to conduct MOM-accredited courses.
In addition, the Directors of these training providers will not be allowed to
apply as an ATP Director, Principal and or Trainer with MOM for two years from
the date of cancellation.
“MOM takes a strong stance on the integrity of ATPs. Since 2010, MOM has
cancelled the accreditation status of 11 training providers for similar
violations. MOM will continue to step up investigations and appropriate actions
will be taken against errant ATPs,” it said.
9 cancellations in last 7 months
However, of the 11 cancellations, it has been observed 9 of them, including
the 5 above were cancelled in the last 7 months.
In Dec last year, the ATP status of the following 4 training providers were
also cancelled for violating the ATP terms and conditions [Link]:
Some of the violations of the 4 included providing trainees with answers to
assessment questions, allowing trainees to copy from one another during
assessments, and failing to deliver the course contents adequately by not
adhering to the stipulated duration for the courses.
The MOM also stated that it will not approve applications by any company
applying for ATP status if the directors of the firms involved — namely Mr Ong
Lai Huat and Ms Lee Kok Moi of Safety Council Pte Ltd and Safety Academy Pte
Ltd, Mr Adrian Yeo of Foster Asia Pacific and Mr Aravind Raja Periasamy of
Global Tech Training Solutions — are named Director, Principal and/or Trainer of
that company.
