HDB: Most flaws in flats are 'surface imperfections'

DESPITE a slew of complaints about new flats, about one defect is reported per unit - and this has been the case "in recent years", the Housing Board has told The Straits Times.

The bulk of reported flaws are "surface imperfections", such as hairline cracks, scratches on timber floors and uneven tile joints.

The Tampines Central development has 708 three- to five-room flats which are being sold from $389,000 to $778,000. Nearly all the units have been sold. Residents started moving in in June last year. Centrale 8 caused an uproar in 2011 over the units' high indicative price tags, after which the Housing Board suspended the DBSS scheme. A spokesman said: "Unit owners must understand that each flat unit is not perfect... Sim Lian Group will ensure that all defects rectified in accordance to the (agreement) will meet reasonable industry standards."

Centrale 8 resident Michelle Lim said water seeped into the wall and flooring of her bedroom after a water pipe in her bathroom burst. No HDB contractor is up to standard then! Why HDB choose lousy contractors? Cheap, is it? Then higher profit for HDB. Any accountant here can tell us how HDB hide profits?

These subcontractors replace jiu hu Kia with Ah tiong and ah neh who become plumber, electrician, gas pipe fitters, ... overnight. Jiu hu Kia were skilled workers but not these Ah tiong and ah nehs. Those with experience at building sites will find common scenes of so called plumbers struggling with their spanners to tighten fittings.
