Can the civil service run the show without the PAP? Yes? No? All the lengthy arguments aside, a simple distinction makes everything clear.

There is a stark difference between tactical operations and strategic direction. The former is the day to day running of the show and minor adjustments to the way things are run. You know, "administration". Why do people not get that THAT is what the "Administrative" in Administrative Service refers to. There will be big projects like building schools and housing estates, but as long as they follow "the standard template" those activities fall under the category of administration.

In contrast, "strategic direction" entails goals and the philosophy of what is good to achieve. Changes in direction imply changes in tactical operations. This is more complex, which is why effective and intelligent civil servants are needed.







Running tactical operations is by no means simple, but it is also not overwhelmingly challenging. Senior civil servants might have the capacity to do both that and the more involved change management.

Running the show means that trains run on time, streets get cleaned, public housing gets built without excessive defects, there are enough teachers (vis planning norms), criminals get caught in a timely fashion, and so on.

Can the civil service run the show without the PAP? Yes, if they are competent. (You be the judge of that. But a "No" means they can't do so even with.) The show will go on.

The more important thing is... Will the scholar problem dog an opposition government? "Scholars are notoriously unwilling to work for, what they privately call, "stupid" people. (Of course, they are talking about "other scholars".) The label "stupid" here does not refer to qualifications, it relates to basic domain knowledge, general knowledge and common sense. Indeed, the bigger question is whether the civil service will continue to run the show with an opposition government.

We have a handful of capable ministers, but without Loong there is nobody able to command respect from ALL of the civil service. Not enough to pay them well, that is just to prevent corruption. The PM has to be the right calibre otherwise they will bully the poor guy on the hotseat.

See what happened in Aljunied? If the WP can be so easily fixed by a low level civil servant in MND, I doubt they have what it takes to head a ministry, let alone a country.
