Great observation.
TCJ leaving MOM to make way for LSS is planned in such a way so as to persuade Singaporean workers that there is no fear of FTs displacing locals.
LSS came from the NTUC workers union , so he is very familiar with the workers' unions and their representatives. He will be able to do a "better" job of convincing the unions and workers to accept a more open policy of FT 's intake after GE.
Singapore may have no other choice but to increase the intake of FTs as the economy undergoes structural changes.
Just look at the number of malls, F & B, hospitals and hotels that have been built over the past few years. Where can we get all the workers for these services?
LCJ does not have the strong linkages with the workers' unions. He tried, but he has not been successful so far in communicating the right message with the Singaporean workers. To be honest, statistics does not work on workers who have been displaced by FT. He needs to reach to the hearts of the workers. The way to do it is through fighting for them through the worker unions.
So, for the FT policy is to be successful, the govt needs to have someone who already has the ties to persuade and convince Singaporeans to accept the new reality of more FT working in Singapore. It is not an easy job, but LSS has the support of the NTUC unions.
