Two different things. Gerald is asking about the effectiveness of the job bank. He is correct that if you cannot track the number of jobs going to Singaporeans through the job bank, you cannot say that it is successful.

The fact is, you cannot improve what you cannot measure.

There isn't any published data on how many firms hires Singaporean versus foreigners, what percentage, nor what does TCJ meant when he said "disproportionately low percentage". What is disproportionately low percentage? Which firm has MOM investigated? How many firms? Very good answer but without data, it's just talk.

And since we do not have visibility to the above and neither are we tracking jobs going to Singaporean through job bank. We have no idea at all if this is working.

Is Gerald Giam of Workers' Party trying to claim credit from NTUC?! Didn't NTUC pushed for sectoral progressive wage for cleaning, landscaping and security? Many other sectors have voluntary progressive wages in place as well!

Wonder if he actually knows what he is talking about... #Facepalm
