Sinkieland's 'legal' means close one eye, maybe have a few raids now and then to appease the anti-prostitution crowd.

Germany's legal = all the prostitutes are unionised and have free healthcare and insurance. No zoning restrictions. No advertising restrictions. No 'moral tax' imposed on the trade. No raids.

PAP would be against any independant Unions. That's why there is the "close eye system". It that allows the PAP to tolerate the activity & yet appear moral.
