Yup. The parade is the occassion where the city-state can show the hardware for the entertainment of the enthusiastic crowd. There may be differences on how the state spends her money, and military toys seem to be liked by many, especially children. If it was me, I'd divert that expenditure to healthcare, but it is not my decision. Most people prefer to get buzzed by supersonic jet fighters.
