otherwise, how can one make sense of the recent changes to...

....the lowering of passing marks for graduates to do post-graduate studies in our universities?

....the lowering of the number of stations for the IPPT for operationally ready NSmen?

....the law where a man can block a public bus nonchalantly for 15 minutes, the cops turn up and tell both drivers to resolve the matter themselves?

When ministers say that the peasants should not expect things to work out well the first time, like the MCE etc or that the trains are jammed because everyone decides to go to work at the same time?

When ministers and their ministries give three different/contradictory answers to simples questions on whether our CPF has been used to launch Temasek and GIC.

you forgot to mention about lowering the standards of medical doctor.
there are many filipino doctors here with dubious degree from philippines and they are working in hospitals like KK and tan tock seng

Sigh.

If these local bright guys & gals do mange to get their foreign medical degrees don't be surprised if they decide to stay away & never return to Spore. It's called the brain drain.

also, local doctors are punished if they overcharged foreigners.
however, no local doctors are punished when they overcharge locals.
