Scroobal is right. Nothing to do with ISA but under CLTP Act. I believe Dan and company made 'history.' Dont recall any detained under CLTP Act for corruption in recent times.
Detained without trial because some cases are difficult to prosecute in open court. Much neater that way. CLTP Act almost always deal with SS and drug cases.
Singapore issues detention orders over match-fixing

(Reuters) - Singapore's Minister for Home Affairs has issued detention orders on four people for their alleged roles in a global soccer match-fixing syndicate, the ministry said on Wednesday.
The move followed the arrest on September 18 of 14 people on suspicion of being part of an organised crime syndicate involved in trying to rig soccer matches.
The detention orders mean the four can continue to be detained for up to 12 months, provided the orders are approved by Singapore's President. The orders need to be referred to a Criminal Law Advisory Committee within 28 days, and the committee will then make recommendations to the President
The Ministry of Home Affairs (MHA) said a fifth person has been issued with a Police Supervision Order while the remaining nine people arrested last month have been released on bail.
Law enforcement agency Interpol last week said the people arrested by Singapore authorities included the mastermind of the world's largest soccer match-fixing syndicate.
The MHA said it could not release the names of those issued with the orders as the process has not yet being completed.
Singaporean Tan Seet Eng, also known as Dan Tan, is believed to be the mastermind behind a global match-fixing organisation and Italian police issued an arrest warrant for him earlier this year.
European police shone a spotlight on Southeast Asia in February when they announced a Singapore-based syndicate had directed match-fixing for at least 380 soccer games in Europe alone, making at least eight million euros (6.6 million pounds).

Important to bear in mind that CLTP is totally different from the ISA. In its history, CLTP has never been abused to go against political dissidents.
CLTP is only for hard core criminals -- as Goldendragon said, drug pushers, secret society, etc. The process of extending the detention for a person and how duration of detention is decided is totally different from ISA.
But it is still hush up. National security compromise?
We need transparency and accountability ...and that includes enforcement of the law.

Prior to that he was a member of the Tampines Rovers inaugural 1st Team. He was the one that scored the own goal in the finals. He was investigated by CPIB but they did not have evidence. After a year's break he played for Woodlands Panthers. This time at the Business League's final he handled the ball in the box and a penalty was handed which was converted. Again he was interviewed by CPIB and again no evidence was found. After his expulsion from Woodlands Panthers he became a full-time bookie. He started small by rigging the Miss Universe Singapore Pageant. That was the year the slightly plump gal won. He then moved to bigger things. For a business front, he runs a wholesale business manufacturing railway tyre pumps at Defu estate.

The CLTP Act is one of best laws without which SS and other triad, gang, mafia type organisations cannot be effectively removed from Singapore. Ah Longs are damn scared of this law. So far this blunt weapon has not been used as a political tool.
