The top and second tier PRCs are in their own country running businesses, top executives in MNCs based there, managing their SOEs, some are part of the bureaucracy, many are overseas in top USA and European corporations and institutions.
Only the third and fourth (not even second) tier/rate ones end up here.

I doubt it. When they arrive at that young age, I believe they have to do NS before they can get citizenship. their parents are not going to let them do it.
