If you do it on purpose i.e. tap your ciggy it is considered littering. If you let it auto drop it is not a chargeable littering offence, this is nature of the wind

I think the law is such that when there are automatic sweeper then is not littering. Next time if some peoples volunteered to be sweeper any littering is not littering anymore
