I find the term 'fishing village' very discriminatory. It's not just fish, there were also prawns, crabs and see hum etc.
Singapore was transformed from a seafood village to a first world modern city by LKY.

It's very easy to enforce a DNC registry, especially for a small country.
The problem is that they are reluctant to do so as it may anger certain cronies who are in the business of buying/selling personal information and telemarketing. Consequently, they come up with excuses and provide loopholes here and there.
