A multimillionaire who describes himself as China’s most charismatic philanthropist says the New York TimesNYT -0.53% doesn’t want his cash.

Chen Guangbiao said Tuesday that a New York Times Co. executive sent him a memo rejecting his request to meet this week to discuss an investment. A recycling magnate known for combining philanthropy and theatrics, Mr. Chen said he would settle for visiting Manhattan newsstands to improve his understanding of the U.S. media landscape.

A New York Times Co. spokeswoman declined to comment on Mr. Chen. Arthur Sulzberger Jr., publisher of the Times and patriarch of the family that controls it, last year said the business isn’t for sale.

In an interview with The Wall Street Journal, Mr. Chen reiterated more than a week of claims that he wants to buy a media property “with global influence”—while saying he wasn’t getting very far. Mr. Chen said he knows little about how U.S. media operates and added it has “been very difficult to fulfill” his expectations.

Speaking through a translator, he said he wants to “report ways rich people can help the poor” and improve coverage of the environment. Control of the Times, Mr. Chen wrote in an editorial last week in the Global Times Chinese tabloid that outlined vague plans to invest $1 billion in the paper, would let him help improve the understanding Americans have of China.
