This is international politics for you. It would be a slow suicide to respond with kindness and hope it gets reciprocated. These are people who will pounce on you the moment you show a glimmer of weakness. Much better to respond with strength and then try to reach an uneasy reconciliation if tensions rise. Two benefits, first they know you don't suffer fools, second, they know you are prepared to assert yourself if need be even though you're small.
