Students made to stand at assembly for 3 months as Punishment....is MOE fair?

Otherwise pls explain to me how the fuck she only realized the punishment is excessive after three months when they have been standing there for 15 minutes during every assembly.

alarm bells should be ringing by the third day if they were punished for 3 consecutive times. it means the punishment isn't effective.
